コロナ禍で家にいる時間が長くなり、犬や猫を飼い始めたものの、
すぐに手放す人が増えてきています。
 
SNSでは、毎日のように行き場を失った子たちの
「いのちの期限」殺処分を待つ投稿で溢れています。
 
日本では、ブリーダーによる大量生産、ペットショップによる大量販売、犬や猫を心のある人間と同じ生き物と思わず、身勝手な理由で保健所に持ち込む飼い主、、、

このような無責任なペットビジネスと飼い主によって、たくさんの命が殺処分されています。
 
そこで、
1、 ペットショップに行く前に、ドイツやスイスのように飼い主に知識を身につける講義を受講することを義務化する。
 
2、ペットショップで販売する時の厳しい規制を義務つける。
 
この二つを埼玉県の条例として制定していただくように提案いたします。
 
 
1、飼い主の義務。

2.ペットショップでは、販売する前に飼い主から、以下の条件がクリアされているか確認し、サインをもらう必要がある。
 
・犬、猫を飼育することについて同居者全員の同意を得ていること。
・同居人の中に犬猫アレルギーの人がいないこと。
・犬、猫共に屋内で飼育すること。
・万一継続して飼育できなくなった場合に備えて、代わって飼育することのできる親族、知人等を選定し、その者が飼育可能である旨の誓約書を提出できること。
・  犬、猫が死ぬまで終生飼育すること。
・飼育場所が集合住宅又は賃貸住宅の場合は、犬、猫の飼育が認められていることを確認できる契約書等の書類を提示できること。
・ 特別な理由がない限り、不妊去勢手術をすること。

犬や猫にも人間と同じように感情があり、捨てられたと気付けば傷つき悲しむ感情を持ち合わせています。

この認識が当たり前の日本を目指す前にまずは埼玉県から。販売側・迎える側に規制を設け、罪のない命を救う努力をしましよう。

埼玉県が動物に優しく素晴らしい「動物愛護模範県」になること。全国、そして全世界へアピールできるように、皆さまご協力の程よろしくお願い申し上げます。

Every day, social networking sites are filled with posts of animals who have lost their way and are waiting in shelters to be killed.

Unfortunately, in Japan, mass production by breeders and mass sales by pet stores are overflowing, and the negative cycle continues unabated.
At the same time, there are many pet owners who treat their dogs, cats and other animals as if they were objects and bring them to shelters for selfish reasons.

These irresponsible pet businesses and pet owners are responsible for the deaths of many animals.

Therefore, I would like to

1. Make it compulsory for pet owners to attend knowledge lectures before going to pet stores, as in Germany and Switzerland.

2. Require strict regulations when selling pets in pet stores.

I would like to propose that Saitama Prefecture enact these two ordinances.

2. Before selling an animal at a pet store, the owner must accept, confirm and sign the following conditions

*The owner must have the consent of all people living with him/her to keep the dog or cat.

*No one living with you is allergic to cats or dogs.

*Both dogs and cats must be kept indoors.

*In case you are unable to keep the dog or cat, you must select a relative or acquaintance who can keep the dog or cat instead of you, and submit a written pledge that they can keep the dog or cat.

*You must be responsible for keeping the dog or cat for its entire life until it dies.

*If the place of keeping the dog or cat is an apartment complex or a rental house, the applicant must be able to present a contract or other documents confirming that the dog or cat is allowed to be kept.

*Unless there is a special reason, the dog or cat must be spayed or neutered.

Life is equal for both humans and animals.

Dogs and cats have emotions just like humans, and when they realize they have been abandoned, they feel hurt and sad.

“If you keep a dog or cat, keep it until the end”.

We would like to start this ordinance in Saitama Prefecture so that this awareness will become the norm in Japan.

Let's make an effort to save innocent lives by setting regulations on the selling side and the receiving side.

I strongly hope that Saitama Prefecture will become an animal-friendly and wonderful "model prefecture for animal protection. I would like to ask for everyone's cooperation so that we can appeal to the whole country and the world.
